How Downtown Pensacola's New Parking Rates Line Up With Its Fall Events

"The idea is to increase turnover, not to make it more expensive so we make more money," City Council President Allison Patton said at the council's September 24 meeting, the night the new downtown parking fee schedule was approved. For more than a year, curbside parking in the downtown core was free while the New Palafox construction was underway. That ends October 5, 2026. The returning schedule charges different prices on different days of the week. Downtown's fall calendar is also spread across the week, so this season's biggest events now come with very different parking costs.

The schedule that takes effect October 5

The City's rates, as ParkPensacola and the Pensacola News Journal published them:

  • Sunday, Monday and federal holidays: free
  • Tuesday through Thursday: $1 per hour
  • Friday: $1 per hour until 6 p.m., then $1.75 per hour
  • Saturday: $1.75 per hour all day
  • Jefferson Street Garage: $1.75 per hour at all times, except event parking
  • Gallery Night in the garage: a $20 flat fee on the third Friday of each month
  • Accessible parking: free with a disabled placard or plate

Monday is new to the free list. Before the construction pause, downtown parking was a flat $1 an hour. The council raised the rate only on Friday evenings and Saturdays. City officials called the change "net neutral," meaning they don't expect it to bring in more or less money overall. The higher weekend rate is meant to create "churn" and open up spaces when demand peaks. Patton put it in concrete terms: at $1.75, someone who comes down on a Saturday "maybe they will choose to move after two hours rather than stay for four."

The calendar makes October 5 itself a soft start. September 29, 2026 is a Tuesday, so October 5 falls on a Monday, which is now a free day. The first day anyone actually pays at the curb is Tuesday, October 6.

Where the fall calendar lands on that schedule

The rebuilt Palafox has its first full event season this fall. Friends of Downtown timed its Foo Foo Festival installation to show off the city's $11 million renovation and streetscape project, and the Downtown Improvement Board has already posted its Halloween and holiday dates. Here is how those dates line up with the new rates:

The Gallery Night dates come from the third-Friday rule applied to this year's calendar. The garage's $20 flat fee is set by the council's schedule.

The Halloween Market pays the peak rate

Palafox Market's Halloween Market runs Saturday, October 31, from 9 a.m. to 2 p.m. It fills both MLK Jr. Plaza and Plaza Ferdinand VII with vendors, costume activities, a Haunted Trolley and live music. That is the busiest kind of downtown morning, on the day the council priced highest. Staying for all five market hours at a curbside space costs $8.75 at the posted Saturday rate. The same stay on a Tuesday would cost $5.

The holiday season runs mostly on $1 nights

The Downtown Improvement Board's seven-week holiday season starts Wednesday, November 4. Santa arrives at 3:30 p.m. at the grand Christmas tree in front of the Pensacola Museum of History, then helps flip the switch at 4:45 p.m. At 5 p.m., the DIB, with support from ParkPensacola and the Saenger Theatre, lights more than half a million lights along Palafox Street and beyond. Winterfest's mini-train circles Plaza Ferdinand from 5 to 8 p.m.

The Palafox Market Holiday Edition opens the same night, from 4 to 8 p.m. in Plaza Ferdinand. That is its only night there. After that, the Holiday Market moves to MLK Jr. Plaza every Wednesday evening through December 16. The regular Saturday Palafox Market keeps running from 9 a.m. to 2 p.m. at both plazas.

Wednesday is a $1 day, so the lighting ceremony and every weekly holiday market but one fall in the lowest paid tier. The exception is the second Wednesday of the season, November 11, which is Veterans Day. Federal holidays are free, so the first Holiday Market at MLK Jr. Plaza is also the one free-parking night of the Wednesday run.

Lightspill spans every rate

Lightspill is the Foo Foo Festival installation at Artel Gallery, the historic former government building on Palafox with the white stone front and broad steps. It sends hundreds of mirrored spheres down the three-story facade from October 20 through November 9, "and potentially even longer into the fall." Those three weeks include three Saturdays at $1.75, three Sundays and three Mondays that are free, and a string of $1 weekdays. The installation ends on a Monday, so its last scheduled day is a free one.

The resident discount matters most on Saturdays

City of Pensacola residents can register to pay $0.75 an hour for all City parking through the ParkMobile app. Enrollment costs $5 a year, and ParkMobile charges no transaction fees on those sessions. To qualify, you must live inside city limits and show a valid driver's license and vehicle registration. Each address can register one vehicle per resident. Approval can take up to three business days, and the discount does not apply at pay kiosks. Registering this week leaves enough time to be approved before the Halloween Market.

Against the new tiers, that flat $0.75 saves 25 cents an hour Tuesday through Thursday and a full dollar an hour on Saturday. Over the five hours of the Halloween Market, that is $3.75 instead of $8.75. The same program page also calls the resident rate a 50% discount, and half of $1.75 would be closer to 88 cents. The Saturday math depends on the $0.75 figure the City lists on its October 5 FAQ, so check the rate in the app on your first weekend session.

Residents 65 and older can buy a monthly Senior Permit, and monthly passes are available for frequent Jefferson Street Garage users.

Free parking is still downtown, just outside the core

ParkPensacola says more than 60% of City parking stays free 24 hours a day, seven days a week. Its October 5 FAQ points drivers to 1,600 free spaces just outside the Palafox core. The City's facilities list names several free surface lots: Community Maritime Park, which charges during special events, Bayfront Parkway, Belmont-DeVilliers, South Jefferson during select hours, and 601 Commendencia.

For a quick errand, the lot next to the Jefferson Street Parking Garage gives 30 minutes free. Gallery Night is where these choices matter most. Three hours at a curbside space after 6 p.m. on a Friday costs $5.25 at the posted rate, compared with the garage's $20 flat event fee.

That Friday-evening rate also covers downtown's newest late-night stop. Lennys Grill & Subs at 96 E. Garden St. held its grand opening July 30 and runs a walk-up window Thursday through Saturday from 9 p.m. to 2 a.m. The City's October 5 FAQ lists paid days but not the hour paid parking ends each night, so check the sign at your space for late-evening enforcement.

What the first weeks look like

The City says it will focus on education at first. During the transition, anyone who parks without paying gets a warning notice instead of a citation, and the warnings carry no fine. You can pay through the ParkMobile app, by text or at pay stations that take cash and credit cards. ExpressPay for the Jefferson Street Garage is still listed as "Coming Soon."

The council also changed how repeat violations are counted. Starting October 5, the escalating fines for repeat parking violations will reset every six months instead of every 12.

Construction isn't fully finished. The Palafox segment of the New Palafox project was done May 22, two days ahead of its incentivized deadline, and work then moved to the side streets. The project page still lists Fred Levin Way, East Zarragossa, East Romana and East Intendencia as closed, and the project timeline targets full completion in November. Paid parking will be back before the last detours are gone.
